China Zero-Tariff Measures for African Countries- Certificate of Origin (new format) China has introduced a zero-tariff measure for selected African countries, including South Africa, effective 1 May 2026. To qualify for this preferential access, exports must comply with the prescribed rules of origin and be supported by a Certificate of Origin (COO) issued by a recognised authority. This certificate confirms that the goods meet the origin requirements and enables importers to claim duty-free treatment in China. In response, the Department has implemented the China Certificate of Origin on Wine Online. To streamline the process, the application for this certificate is now fully integrated into the existing workflow. When a Declaration of Loading or a Cancel Declaration is submitted, the system will automatically apply for the certificate. No separate action is required from the exporter. The certificate will be processed as per normal procedures and, once issued, can be downloaded from: Exporters are reminded that accurate and complete information is essential, as the certificate is based on the data submitted on Wine Online. Quota Reallocation 2026 THE REALLOCATION OF WINE EXPORT QUOTAS UNDER THE ECONOMIC PARTNERSHIP AGREEMENT (EPA) BETWEEN THE EUROPEAN UNION (EU), THE UNITED KINGDOM (UK), AND THE REPUBLIC OF SOUTH AFRICA FOR THE YEAR 2026 Please note that the reallocation of wine export quotas is scheduled for June 2026, with the reallocation taking effect from 1 July 2026. Exporters who have not utilised a minimum of 40% of their quota allocation for either Bottled or Bulk wine may have their allocations reduced. Exporters will be afforded an opportunity to submit a motivation to retain their quota from 18 May 2026 to 12 June 2026. Motivations must be submitted directly on Wine Online. Failure to submit a motivation may result in the relevant allocation being reduced. Procedure to submit a motivation on Wine Online:
Please note: If you do not have access to the report, please send an email to helpdesk@doawineonline.co.za with your AP number requesting access. A report will then be generated reflecting all quota allocations held for the selected period, together with the corresponding usage volumes. If the usage percentage is below the required benchmark, the option to Submit Motivation will be available. To submit a motivation, click on Submit Motivation, complete the required contact information, provide your motivation for the retention of quota, and click Submit. Please also note that exporters will not be able to use this process to motivate for or apply for additional quota. Where the usage percentage is above the benchmark, the exporter will automatically qualify for additional allocation where applicable. No motivation is required in this regard, and a message to this effect will be displayed next to the relevant allocation.
